Lawrence Daniel Higgins, 39, was arrested in an El Paso jail Oct. 12 in connection with the 1998 beating death of Juan Pacheco. A Warrant was issued for Higgins' arrest after a national fingerprint database matched fingerprints found on critical evidence at the murder scene. Pacheco was found bound a beaten in his Westgate Manor apartment in May 1998
