Logan Bailey Lawrence, also known by the alias "Lolo," is an Amarillo woman convicted in federal court of methamphetamine distribution following a lengthy Drug Enforcement Administration/Texas Department of Public Safety investigation.
In April 2017, Amarillo police SWAT and negotiators were called to a house in the 1300 block of North Harrison Street to resolve a standoff after Lawrence, then 28, and Carlos Rene Perez, also 28, refused to leave the residence while wanted on felony warrants. Both men exited peacefully after about 90 minutes and were booked into the Potter County Detention Center.
On October 12, 2018, Texas DPS Special Agent Bill Brown and other law enforcement executed a search warrant at Lawrence's residence at 1707 South Hayden Street in Amarillo. Agents observed Lawrence running down a hallway holding a plastic sack, which was found to contain 859 net grams of methamphetamine (92% purity) hidden behind a mattress where she was detained; a currency counter and digital scales were also found in the residence. Two others present, Madison Ward and Trinidy Allen, were also involved — Ward witnessed Lawrence holding the sack, and Allen was found in possession of an additional 29.182 grams of methamphetamine, later admitting she had been supplied by Lawrence.
Lawrence was federally indicted and, following her arrest, gave a statement to a DEA Task Force Officer on June 30, 2020, admitting she sold methamphetamine to support herself and that she had thrown away the bag of methamphetamine found during the 2018 search. She pleaded guilty to Count Two of the indictment — possession with intent to distribute 500 grams or more of methamphetamine, in violation of 21 U.S.C. §§ 841(a)(1) and 841(b)(1)(A)(viii) — and a magistrate judge's Report and Recommendation on the guilty plea was filed October 13, 2020, adopted by U.S. District Judge Matthew J. Kacsmaryk on November 2, 2020. At her sentencing hearing on February 23, 2021, Judge Kacsmaryk sentenced her to 360 months (30 years) in federal prison — the very bottom of the applicable advisory guidelines range, after initially indicating a sentence of 400 months or more might be necessary before being persuaded otherwise by defense counsel's representation, character statements, and Lawrence's own allocution. The court imposed five years of supervised release, a $100 special assessment, no fine (due to lack of financial resources), and ordered forfeiture of proceeds of the offense; no restitution was ordered since the court found no victims other than "society at large." The federal sentence was ordered to run consecutively to any future parole revocation sentence in a separate, unrelated case (No. 60,484-D) then pending in the 320th District Court of Potter County.
Lawrence appealed to the Fifth Circuit Court of Appeals; the appeal was dismissed on September 28, 2021, on the government's motion. The U.S. Supreme Court denied her petition for a writ of certiorari on January 10, 2022. On January 12, 2023, while incarcerated at FCI Tallahassee (Prisoner No. 29463-078), Lawrence filed a pro se motion under 28 U.S.C. § 2255 to vacate, set aside, or correct her sentence, raising a single completed ground — denial of effective assistance of counsel, alleging her guilty plea was involuntary — though the supporting-facts sections for three additional potential grounds were left blank in the filing.
